· We are seeking to update the drilling techniques through using updated technologies.
Drilling and Work over Department is considered to be an essential technical department at the company, bearing the liability of increasing production and preserving it. On its activities and its duties we have interviewed Mr. Geith Alforgani, the department manager who informed us that it is composed of two superintendence :
Drilling Operations Superintendence which is assigned to implement and follow up programs of drilling, work over in the oilfields under which it joins all drilling and work over sections of wells in the oilfields as well as section of wells heads work over and coordinating to carry out the department programs. While, Drilling Engineering Superintendence is assigned to the technical side including preparing of engineering designs, under which drilling engineering section, work over section and drilling materials and well equipment section. There is a section which is directly joined to Drilling Department which is Invoices and Budget Section. A new section was created recently which is Drilling Fluids and Cementing Section which is affiliated to Drilling Engineering Superintendence in addition to Quality and Performance Improvement Section which is directly under the Department Manager.
Department responsibilities also include control of emergency problems such as the increase of pressure in some wells. We do also currently have joint works with Zulaf Libya Company where a rig was provided in a record time as cooperation between us is continued.
· Technical Concept of Drilling?
It is drilling of water wells and cathodic protection wells as well as oil and gas wells drilling. This later is divided into development wells and exploring wells. Development wells are drilling wells in explored and productive areas which are developed to increase the production capacity while exploring wells are drilled in a new areas which are not completely explored.
· What is the important file currently on the Department Manager Desk?
We have a number of important files since we have plans, goals and priorities to improve performance in some areas which are difficult to drill in or what we call -drilling in deep wells- in which pressure is high. We seek as a department to decrease the drilling risks according to time schedule and with pre-prepared budget, as well as updating drilling techniques through using updated technologies which
will speed up the implementation and decreasing risks whether to the workers on the rig or for the companies that render escorted services.
· How to upgrade the capabilities of the department staff?
Taking care of human resources is a priority department program and at the top of which is the safety of employees by enlightening them through programs prepared by HSE department in addition to other programs. There is an intensive training program for more than (8) months for employees when they leave to oilfields starting with enlightenment and with company regulations for safety and health .These will be followed by technical matters of the actual work on rigs and wells work over then they visit the various sections of the companies to get complete ideas and be assessed and here they gained enough experience that will enable them to integrate in work. Engineers who completed training have other technical and specialized programs run by some specialized companies by introducing technical forums whether in Tripoli or in the oilfields to upgrade their efficiency. These are besides the annual regular plan.
· What are the standards to nominate trainees?
We design programs according to the training needs and the nature of the available courses as a mean to define standards and the targeted personnel in training whether they are engineers or technicians and whether the program is suitable with the performance of the targeted trainee work or not.
· Great tasks carried out by Drilling and Work over Department ….what are the difficulties you face ?
In general, the existing problems are simple and we do always consult each other about them.There is are contacts with other companies and thus we overcome all difficulties. Despite all the circumstances this year, Drilling and Work over Department accomplished more than 90% of the annual plan. We aim to develop human resource, improving performance and reducing risks and accidents. In addition Department Manager is permanent member of drilling at NOC, such committee has monthly meetings to discuss the problems and difficulties encountered the oil sector, particularly in the drilling and work over field. We try with other companies together to find solutions for difficulties facing us.
· Would explain to us the meaning of surface water wells and cathodic protection?
Drilling of surface water is the drilling of water wells to be used for several purposes. However, cathodic protection it means wells which are drilled in order to protect the oil wells against corrosion.
In conclusion, is there any addition?
Drilling and Work Over Department is working continuously even during production stoppage, because pressure on the wells will increase and some leaks will occur, so we should be in place to control the well and well head.
